Ecological and other environmental issues are increasingly being recognized as an essential and integral component of strategic planning studies at local, regional and national levels. Maintenance of biodiversity and ecosystem functions may be required as a strategic objective for sound conservation reasons, but is also likely to provide recreational, amenity and lifestyle benefits to communities and to assist in the urgent task of ensuring that strategic development projects are, at least, neutral in atmospheric carbon emissions. AEC's experience in strategic environmental planning includes development of ecological impact assessment guidelines at a provincial level in Guangxi, PRC, preparation of a provincial wetland conservation strategy in Chongqing Municipality, PRC, and the strategic planning of the Frontier Closed Area and New Development Areas in the northern New Territories in Hong Kong.
